Al-Nabulsi said, during the session devoted to presenting the second report on (multidimensional poverty) on the sidelines of the activities of the forty-second session of the Council of Arab Ministers of Social Affairs, that the Arab ministers of social affairs stressed the need for a close link between Arab social development aspirations, and maintaining security, peace and societal harmony, Providing the necessary political, economic, and legislative structure, without prejudice to Arab principles and customs related to the family, and normal social relations.

 

The high-level event of the forty-second session of the Council of Arab Ministers of Social Affairs, which is held under the title "Rights of People with Disabilities and Multidimensional Poverty: Continue to Implement the 2030 Agenda for Sustainable Development and Beyond", reveals the details of the Doha Declaration issued by the high-level event "People with Disabilities and Poverty multidimensional”, pointing out that the Arab Ministers of Social Affairs reached an agreement to strengthen work to monitor and evaluate the various services provided to people with disabilities, within the framework of the efforts made to implement the 2030 Agenda for Sustainable Development, through the exchange of expertise and successful experiences aimed at the full inclusion of people with disabilities, and implementing relevant strategies and programs.

 

He added that new digitized surveys will be implemented on the social dimensions of the 2030 Agenda for Sustainable Development, and digital follow-up and evaluation systems will be adopted for social development efforts at the national and regional levels, in addition to working on preparing a model for the budget-friendly to people with disabilities.

 

He noted that the Arabic Significant Dictionary of the Deaf Language will be updated and digitized, to represent an easy tool for communication between the deaf in all Arab countries, and contribute to promoting the exchange of pioneering experiences in this field, to be the first specialized dictionary that brings together the languages of the deaf in all Arab countries, in addition to strengthening the efforts of the Hashemite Kingdom of Jordan. To organize the work of the World Disability Summit 2025, and to ensure that its outputs constitute important inputs that enhance the efforts of the State of Qatar to host the Fourth World Summit of People with Disabilities in 2028.

 

He indicated that work will be done to prepare a model for national social work standards, guided by pioneering social experiences, especially the relevant Qatari experience.

Social and economic policies will also be put in place in favor of people with disabilities and the poor, including addressing gaps in education and expanding access to and coverage of social protection.

 

He stressed the need to invest in the world of childhood and ensure food security, and promote rural development through good investments in social infrastructure, in addition to working on digital transformation and narrowing digital gaps, especially in the least developed Arab countries, and ensuring comprehensive access to digital services, between urban areas. , rural, and to all segments of society.

 

He also noted that the initiative of the Secretary-General of the League of Arab States, "Living Independently for People with Disabilities", has been strengthened, as a pioneering and developed initiative that enables decent work, and benefits from modern technological innovations and inventions, to contribute effectively to the independent living of people with disabilities.

 

He pointed to continuing efforts to recover from the current crises, in a faster and more environmentally friendly way, by designing green solutions, as part of a new network for social safety in the Arab region and the world.

 

The declaration also recommended making progress as possible for the Arab Center for Social Policy Studies, eradicating poverty in the Arab countries and supporting its work, as an important technical Arab mechanism, supporting the efforts of member states in these two important fields, and working to provide it with the necessary financial and human resources.

 

He emphasized support for the implementation of the Arab strategy to promote voluntary work, which was approved by the Arab Summit, at its 32nd session, in the People's Democratic Republic of Algeria, on November 1 and 2, 2022. He indicated that the Arab ministers of social affairs praised the code of family ethics and the code of work of social work specialists. The State of Qatar is two guiding Arab models in this regard.

 

Al-Nabulsi praised the efforts of the State of Qatar to make the FIFA World Cup Qatar 2022 the most inclusive of people with disabilities, and the most in providing job opportunities for Arab youth, in the context of its efforts to reduce poverty rates, in addition to praising Qatar's announcement to host the four World Disability Summits alone in 2028.

 

On the other hand, the second Arab report on multidimensional poverty was presented during the meeting, as it was presented by Dr. Sabina Alker - Director of the Oxford Poverty and Human Development Initiative (OPH) to present this file in detail to experts and specialists.

The participating experts stressed that the principle of partnership is an inevitable necessity to face the shocks and repercussions, perhaps the most prominent of which are the Covid-19 pandemic, the Russian and Ukrainian crises, and economic crises that have burdened the Arab region, increasing unemployment and poverty, exacerbating the theory of inequality, and shrinking the middle class.

 

They pointed out that poverty takes different dimensions and many forms that do not vary between countries only, especially between rural and urban areas, especially since poverty is multidimensional and affects the Arab region. They stressed the need to implement the recommendations of the report and develop policies and strategies to advance education, improve the health sector, support productive activities, and lead digital transformation.
