MSDF Organizes Awareness Forum on New Rights of Persons with Disabilities Law
The Ministry of Social and Family (MSDF), in partnership with the National Human Rights Committee (NHRC), organized an awareness forum to introduce the new Law on the Rights of Persons with Disabilities. The event highlighted the law's key provisions aimed at enhancing the gains of persons with disabilities in Qatar and fulfilling the requirements for their integration and empowerment in society.
Ms. Reem Khalifa Al-Ajmi, Director of the Community Care Department at MSDF, stated: "The importance of this lecture lies in the fact that it does not merely present legal texts, but rather addresses the law's structure, implementation mechanisms, and the penalties prescribed to ensure compliance. This contributes to raising legal awareness among government sector employees and human rights stakeholders, fostering the proper application of the law on the ground."
She added: "We reaffirm MSDF's commitment to raising awareness and serving this group, which is dear to our hearts, across all levels and fields. Through this session, the ministry seeks to introduce one of Qatar's most significant modern human rights legislations: Law No. (22) of 2025 regarding Persons with Disabilities." Al-Ajmi noted that the law represents a qualitative shift in the legislative outlook, moving from a logic of limited care and protection to a framework of integrated rights, equality, and non-discrimination, in line with the Permanent Constitution of Qatar and international obligations, most notably the Convention on the Rights of Persons with Disabilities (CRPD).
For his part, Mr. Hamad bin Salem Al-Hajri, Director of the Programs and Education Department at the NHRC, emphasized that the forum addresses the philosophy and objectives of the new legislation. He noted that Qatar’s enactment of this law embodies its commitment to protecting human rights and consolidating the principles of dignity and equality. He stressed that the law achieves legislative alignment with relevant international conventions.
During the forum, Dr. Rania Fouad, Legal Expert at the NHRC, presented a lecture titled: "A Reading of the Provisions of the New Law on the Rights of Persons with Disabilities No. 22 of 2025." The lecture covered several vital themes, including:
The legislative background of Law No. (22) of 2025.
A detailed analysis of each chapter and the specific rights guaranteed to persons with disabilities.
Prescribed penalties and sanctions for violations.
Identification of entities responsible for implementation and executive regulations.
Key Recommendations
The forum concluded with a set of recommendations to activate the law, most notably:
Expediting the issuance of all supplementary executive decisions.
Developing unified procedural manuals for implementing the law across various entities.
Training government employees on the concept of "reasonable accommodation."
Enhancing the role of disability organizations in monitoring and evaluation.
Integrating the law’s provisions into educational curricula and job training programs.
MSDF continues its efforts to support and care for families and their members with disabilities by providing basic needs to ensure equal opportunities. These efforts align with the implementation of strategies and policies aimed at achieving Qatar National Vision 2030, specifically the Social Development pillar, which seeks to build a just, secure, and cohesive society.
