The Social Security Department is responsible for providing social security and social assistance services to citizens by receiving and reviewing eligibility applications, assessing beneficiary cases, determining the value of social security pensions in accordance with approved legislation and regulations, and monitoring beneficiaries’ continued eligibility.
The Department also implements beneficiary rehabilitation programs, prepares studies and research, and provides emergency relief services in coordination with the relevant authorities. In addition, it develops social security programs and services in collaboration with government and private-sector entities, contributes to the implementation of national policies and strategies related to social protection, promotes community awareness of beneficiaries’ rights and responsibilities, monitors performance indicators, and develops operational mechanisms. These efforts contribute to improving service quality and achieving the objectives of Qatar National Vision 2030.
The Citizens' Housing Department is responsible for providing an integrated housing services system for Qatari citizens in accordance with the legislation and policies adopted by the State. It promotes family and social stability and enhances quality of life. The Department carries out its responsibilities through three main areas: housing loan services, social housing services, and engineering and technical services related to housing support, with the aim of meeting citizens' housing needs efficiently and effectively.
The Department is also committed to continuously developing its services and procedures by implementing improvement initiatives and leveraging modern digital solutions to enhance the beneficiary experience and improve service delivery efficiency, in line with the State's vision for digital transformation and excellence in government services.
The Family Empowerment Department is dedicated to supporting and empowering productive families and home-based business owners by developing and implementing programs and initiatives aimed at enhancing their capabilities, improving the efficiency of their businesses, and promoting their sustainability in collaboration with relevant stakeholders.
The Department also provides training, qualification, and capacity-building programs, as well as support services to help market the products of productive families locally and internationally. These efforts contribute to enhancing productivity, supporting national products, and fostering a culture of sustainability.
The Department is responsible for proposing community development policies and strategies; preparing and supporting research and studies; monitoring social issues and proposing appropriate solutions; organizing and developing social work and volunteerism; and establishing the regulations and standards governing social entities and service providers.
The Department also manages and develops the National Volunteering Platform and designs and implements national initiatives and campaigns aimed at promoting community participation and fostering a culture of volunteerism, in coordination with relevant stakeholders.
The Associations and Private Institutions Department is responsible for carrying out the functions related to associations and private institutions established in accordance with Decree-Law No. (21) of 2020 on Associations and Private Institutions and its implementing decisions. This includes reviewing applications for their establishment, official registration, and licensing; following up on registration procedures and licence renewals; and supervising their activities and operations to ensure compliance with the applicable laws and regulations governing their work.
The Department also reviews applications for financial support submitted to it, prepares relevant studies, research, and reports, and works to develop the sector and enhance its institutional efficiency. These efforts contribute to strengthening the principles of governance, transparency, and compliance, while reinforcing the role of associations and private institutions as effective partners in achieving social development and promoting social responsibility.
The Community Care Department is responsible for developing and implementing strategies, policies, and programmes aimed at providing care and empowerment for older persons and persons with disabilities. This is achieved through the development of care and rehabilitation services, promoting their inclusion and integration into society, raising awareness of their rights, and building the capacity of professionals working in this field, in cooperation with relevant governmental and non-governmental entities.
The Department also prepares studies, research, reports, and databases; organizes conferences, training courses, and workshops; and proposes improvements to relevant legislation and policies. These efforts contribute to enhancing the quality of services, improving quality of life, and promoting social inclusion and community integration.
