Qatar takes part in Executive Bureau session of Council of Arab Ministers of Social Affairs

Qatar, represented by the Ministry of Social Development and Family (MSDF), participated in the 84th session of the Executive Bureau of the Council of Arab Ministers of Social Affairs, held at the headquarters of the League of Arab States in Cairo. Qatar was represented at the meeting by HE the Undersecretary of the Ministry of Social Development and Family Khalifa bin Issa al-Kubaisi. The participation aimed to strengthen joint Arab co-operation in social development and protection, and support efforts to empower families and the most vulnerable groups.

HE al-Kubaisi emphasized the importance of enhancing co-operation and coordination among Arab countries to address accelerating social and developmental challenges, and to develop social policies and programs that contribute to strengthening the social protection system, supporting family stability, empowering vulnerable groups, and achieving comprehensive and sustainable development.

During his speech, HE the Undersecretary reviewed Qatar’s efforts in developing the social development system, guided by Qatar National Vision 2030 and the targets of the Third National Development Strategy (2024–2030), which places human beings and the family at the heart of the development process, giving special priority to enhancing family cohesion, community participation, and improving the quality of life.

He pointed out that the Ministry of Social Development and Family's Strategy (2025–2030), launched under the slogan "From Care to Empowerment," embodies a strategic shift toward sustainable social and economic empowerment by supporting family stability, empowering women, enhancing the independence of vulnerable groups, and expanding community partnerships.

In the context of Qatar's international efforts, HE al-Kubaisi stressed the importance of building upon the outcomes of the Second World Summit for Social Development hosted in Doha, and translating the commitments of the Doha Political Declaration on Social Development into practical, actionable initiatives and programs. He highlighted the need to strengthen partnerships, exchange expertise, and develop follow-up and social impact assessment mechanisms to achieve tangible results that positively reflect on the lives of individuals and families in Arab communities.

HE the Undersecretary also reaffirmed Qatar's commitment to promoting the rights of persons with disabilities and integrating them into society. He noted that the issuance of Law No. (22) of 2025 on the Rights of Persons with Disabilities represents a major step forward in advancing the legislative framework supporting their rights, fostering equal opportunities, ensuring access to services, and guaranteeing their active participation in all aspects of life.

In this context, HE al-Kubaisi highlighted Qatar's preparations to host the 4th Global Disability Summit in 2028, stressing the importance of unifying Arab efforts, exchanging successful practices and experiences, and developing policies and initiatives that empower persons with disabilities to build more inclusive and equitable societies.

HE the Undersecretary of the Ministry of Social Development and Family concluded his address by affirming Qatar's aspiration that the outcomes of the 84th session will contribute to advancing joint Arab social action and enhancing frameworks of co-operation and integration among member states to realize the aspirations of Arab peoples toward sustainable development and social welfare.
