MSDF, NHRC Launch Training on UN Human Rights Reporting

The Ministry of Social Development and Family (MSDF), in collaboration with the National Human Rights Committee (NHRC), organized a foundational training course titled “Preparing National Reports for International Mechanisms”, held from October 14 to 16, 2025.

The course brought together employees from various departments within the Ministry, including national policy, documentation and follow-up, international relations, legal affairs, and human rights. This initiative aligns with Qatar’s national strategy to establish a comprehensive institutional framework for the protection and promotion of human rights.

The training emphasized the importance of producing accurate and reliable national reports for submission to international mechanisms. These reports reflect Qatar’s commitment to international conventions and treaties and highlight its efforts in achieving the Sustainable Development Goals.

Over three days, participants explored six key themes: an introduction to human rights concepts and principles, relevant international treaties, national and international protection mechanisms, and the Universal Periodic Review (UPR). The program also included practical exercises on drafting reports for submission to United Nations Treaty Bodies.

Using an interactive approach that combined theoretical analysis, open dialogue, and teamwork, the course enabled participants to apply their learning to real-world scenarios. Attendees gained a thorough understanding of the UN human rights system, the role of Treaty Bodies, and the UPR mechanism. They also practiced preparing reports in line with international standards, equipping them with essential skills to contribute effectively in this field.

At the conclusion of the program, Ms. Maha Al-Attiyah, Director of the International Cooperation Department at the Ministry, emphasized the importance of capacity building:

“This course reflects the Ministry’s commitment to empowering its staff with the tools and knowledge needed to prepare professional national reports that uphold Qatar’s international obligations. The high level of engagement from participants demonstrates their readiness to contribute meaningfully to this process and support the country’s position in global forums.”

She added:

“Investing in institutional capacity is the cornerstone of development. This training marks a significant step toward embedding a culture of human rights in government work and enhancing coordination among relevant entities to unify national efforts.”

The MSDF confirmed that this course is part of a broader strategic plan to improve institutional performance in human rights and develop national reporting mechanisms aligned with global best practices.

Mr. Hamad Salem Al-Hajri, Director of Programs and Awareness at the NHRC, also highlighted the Committee’s role:

“As mandated by law, the NHRC plays a vital role in protecting human rights in Qatar. We offer a range of services and maintain partnerships with both local and international stakeholders.”

He noted that: “This training contributes to raising awareness and strengthening institutional capacities in national reporting. Government entities in Qatar have made significant progress in building an effective human rights system.”

Al-Hajri concluded: “This progress underscores the importance of inclusive and coordinated participation from all relevant entities in preparing national reports. Such collaboration ensures that policies and programs are accurately represented, supporting both sustainable development and human rights obligations.”
